Wynnefield Hunt Maintenance Association

Annual Meeting

June 7, 2011

The Wynnefield Hunt Annual Meeting was held on June 7, 2011 at the Red Lion United Methodist Church fellowship hall on Church Road.  The meeting was called to order at 7pm by Melinda Branch, President.  In attendance from the board were George Bowersox IV, Vice President; Dawn Loveless, Treasurer; Veronica Bullock, Executive Secretary; Ann Jeuell, Financial Secretary; Sam Branch, George Bowersox III and Simon Bayne, Board Memebers.

 

Melinda started the meeting by having Veronica Bullock read the minutes from the Mid Year Meeting on December 7, 2010.

Melinda then introduced Officer Jerrian Blythe from the NCC Police.  She did a report for calls of service for our community from January 1st – present day. There were 46.  Most were alarms – please be aware of alarms going off. 1 Criminal mischief, 1 theft from vehicle, 1 trespass – vacant home in Wynnefield circle 17 teens were arrested that night.  16 traffic sitations, 6 warnings.  Please lock all your doors and windows.  Officer Blythe gave everyone her card and asked if anyone had any concerns.

Next is the treasurer’s report – Dawn covered her report that was provided to everyone from the beginning balance to the ending balance.  We just had the entire play area re-mulched, we received the snow reimbursement from the state.  We saved $9615.84.  A homeowner asked about the salting because it seems like the snow/ice never melts.  Melinda covered that concern and how we approached the salting from Dave’s.  We let Dave know when we needed salt.  Melinda emphasized the board’s job at saving money.  Another homeowner brought up the contractor and how they tore up the mail boxes, curbs and drove like “cowboys”. Melinda addressed the heavy snow and Dave’s contract.  We do have options for contracts in 2012.  Another homeowner brought up the snow being plowed onto the sidewalks.  Where can we put the snow?  If we ask them to completely remove it then we are going to be paying for it.

The budget was put up for approval by the homeowners. The budget was approved.

Next item was updates.  Melinda let everyone know we are finally going to be getting a sign and passed around what it is going to look like.  It will be 2 sided with reflective lettering so it can be seen.  We will be landscaping around the sign and maintaining the grass around it.  You should be seeing the sign within the next 2-3 weeks.

Maintenance dues – At last year’s meeting the dues were proposed to go up to $225.  We approved for them to change $175.00.  We want to try to lower the dues for this year.  Melinda covered each option for the dues and the possibilities of reducing them.  We have to keep in mind that we have to keep a positive balance because of the wet pond.  We are going to set up an escrow account to put money aside to fix the pond if anything were to ever happen.  We will put half the surplus money into that account.

Vote for dues change was taken and the dues were approved to lower to $170.00 for 2012.  Majority rules.

WHMA phone number – We will have a new phone number to reach the maintenance association and this number will be placed on the dues notice when it comes out.  The dues will be due on August 31, 2011.  If anyone has any problems with making payment please email financial secretary.

Deed Restrictions – Committee update – Melinda reminded everyone that 2/3’s of neighbors have to agree to change.  Bryan Fromal volunteered for this committee and put out a survey to the community.  95% of our community is in violation of a deed restriction in on way or another.  Robino didn’t come up with the restrictions until phase 1 or 2 were done.  We the board haven’t received one written complaint from any homeowners.  Bryan sent the board an email on the responses he received, 2 options for fence changes and we will discuss the options as a board.

Some homeowners brought up the 1st two streets not being required to follow the deed restrictions.

We had to remind everyone that dues and restrictions are two separate issues.  Melinda covered our proposal to make multiple deed restriction changes all at one time.

Melinda asked everyone to use the community web site.  Kent is going to post a copy of the current deed restrictions for everyone to view.

Community yard sale will be on June 25, 2011 from 7am – 1pm.  We will put it on web sites (craigs list, yard sale finder).

Civic Association update – we proposed to form a civic association.  This has to operate separately from the maintenance association.  Kent and Candice Wannamaker had volunteered for this committee.  Kent informed everyone that they have decided to put their house up for sale.  He will still operate the website for us and do Biker Clause.

No one volunteered for the Civic Association so we will put that item on the back burner for now.

New Board nominations – All current board members are willing to stay.  Melinda asked if any of the homeowners in attendance would like to join the board.  One homeowner volunteered – Brahin Riley at 210 Somerton Court.

Arlene proposed to hold quarterly meetings.  We will discuss this proposal at our monthly meeting.

It was asked what happens when the deed restrictions expire in 2015?  We have to keep some kind of deed restriction.

Mid-Year Community Meeting 12/7/2010

The Wynnefield Hunt Mid-Year Meeting was held on December 7, 2010 at the Red Lion United Methodist Church fellowship hall on Church Road.  The meeting was called to order at 7:05pm by Melinda Branch, President.  In attendance were George Bowersox IV, Vice President; Veronica Bullock, Executive Secretary; Ann Jeuell, Financial Secretary; Dawn Loveless, Treasurer; Sam Branch, Jon Bullock, Gary Jeuell, Simone Bayne, George Bowersox III Board Members.

Melinda Branch started the meeting by introducing the new board members to the homeowners that were present and let them know we didn’t want to wait a year to have another meeting.

She then introduced Senior Corporal James Gladney from the NCC Police.  He is here to talk about things going on in the community.  He informed us that in our “central” area there were 43 calls of service within a 6 month window.  The main crimes are burglaries, theft in motor vehicles, suspicious person reports, alarms and disorderly conduct. He said that wasn’t too bad number wise.  He did say we had vandal, disorderly conduct and speeding calls for cars traveling on Wynnefield Road.  One individual was asked to slow down and came back with road rage towards the individual that spoke up. He did advise to still call in for those types of things.  We don’t have any probation checks going on in our community. We did have a suspicious vehicle called in but the vehicle was gone by the time police arrive, please don’t wait an hour to call police, call after a car has been sitting there for 10-15 minutes. He touched on home alarm systems and after 3 false alarms in a month you will receive a fine.  Speeding continues to be a huge issue in the neighborhood and officers can do radar runs in the community. We can let them know which streets that the speeding is taking place.  Touched on the Neighborhood Watch and getting additional volunteers in place. Once we have them to give him a call to set up another training session.  We can get statistics for the neighborhood every 3 months for the Watch to go over.

Next Veronica Bullock covered the meeting minutes from the Annual Meeting held on May 4, 2010.

Melinda then covered the snow removal reimbursement program.  She let everyone know that we finally got the roads done and we do now qualify for the program and that’s a big accomplishment for everyone.  Dori Connor couldn’t attend this meeting but she did share with us a list of new red light cameras. Melinda informed everyone that Alex is open to placing a sign on his property but there are a lot of utilities in his area so we will probably end up with a post type sign.  We will work on proposals for the sign.  Dave’s lawn service will be maintaining around the sign.  Mary Ellen Fish suggested talking with the county about sign designs.  We are still working with the neighbor on the other side of the entrance regarding placing a sign there.  Melinda went on to clarify raising the dues and explained the $175 was voted on by the majority of the community in attendance. Kent has designed mail boxes for each of the board members at our site.  We are looking for volunteers from the community to join the committee to review the deed restrictions and make recommendations to the board for changes.  Bryan Fromal volunteered for the committee.  We are forming this committee because we don’t want it to appear that we the board are picking what to change, we want our community to chose what gets addressed.  The main issue still with violations is the white vinyl fences.  Melinda went over her discussions with Dan Losco and how he explained the deed restrictions.  Robino had given the okay to have the fence put up.  We had to start fresh when we came onto the board and prioritized our items when it came to the issues.  We will begin looking at violations over the next coming months.

It was brought up to look at county codes.  Some fences may be in county violation and they have code enforcement.  We could take that route and let the county address.

Small discussions about some deed violations that continue to go on and again covered forming the committee.  We have to try to get the deed restrictions worked out.  We are trying to avoid legal actions because we don’t want to have to raise dues again.  We talked briefly about the maintenance association verses a civic association.  The maintenance association is only responsible for snow removal, grass cutting/maintenance and pond maintenance.  The Civic association will be voluntary and each homeowner would be asked to contribute money to be placed in a separate fund for the Civic association since they have to be kept separate.

Next topic was outstanding dues.  We still have outstanding dues for the community.  We are trying to get the money collected and find solutions that won’t require a legal fee, less costly means of collecting.

Kent and Candace Wannamaker volunteered for the Civic Association.  Kent talked briefly about exposure to the website and for people to check it and read up on the posts.  Kent also brought up putting the website on the neighborhood sign.  Kent volunteered to do Biker Claus for us this year. He dresses up as Santa and comes thru the neighborhood.  This will be on Sunday December 19, 2010 from 3-5 in Wynnefield Circle.  The children will be able to sit with Kent and possibly get pictures.  We will be handing out candy kanes to all the children.  Kent and Candice offered to put together a flyer for us to distribute for this event.  On the flyer we will ask for people to bring a donation of non perishable canned goods.

We will have another community meeting in May or June.

Reminder that cell phones will be hands free and no texting while driving as of January 2, 2011.
